Inset adds Tencent Cloud COS sync and improves cloud provider switching

New Features
- Tencent Cloud COS is now available as a cloud sync provider alongside Cloudflare R2.
- A Library can save configurations for both providers and switch between them when needed.
- Local Libraries can now be created and opened without signing in. Cloud sync remains available to members.
Improvements
- Sync controls now have a dedicated status area showing the active provider, Bucket, last check time, automatic sync, and Sync Now action.
- Cloudflare R2 and Tencent Cloud COS configurations are organized into separate tabs. Saving a configuration no longer runs a connection test automatically.
- Saved configurations open in read-only mode and can be edited when needed. Access keys stay hidden by default and can be revealed on demand.
- The first saved provider becomes the sync target automatically. Switching back to a previous provider restores its cloud sync records before continuing.
- Provider switching is blocked while sync or multipart upload work is still running, and the confirmation action now shows progress immediately.
- Library search now matches folder names as well as image information.
Fixes
- Fixed sync remaining in a waiting state after switching providers, even after selecting Sync Now.
- Fixed the sidebar continuing to show a failed state after a new sync attempt had started.
- Fixed provider switching leaving a partially changed configuration when cloud sync records could not be restored.
- Fixed access key visibility changes causing the settings page to flicker.
- Fixed provider menus being clipped or showing incomplete labels.
